According to the "Precipitation Project for Spring Water Sprinkling in Jinan City," emergency plans for Baotou Spring's groundwater level were classified into yellow, orange and red levels: when the groundwater level fell to 28.15 meters, yellow warning was issued; the groundwater level dropped to 28.
