The clear target of the work in the "notice": the rate of medical examination of the primary and secondary school students in every city should be 100%, the rate of report for physical examination should reach 100%, and the student health file (paper and electronic version) should be up to 100%.

The health examination for primary and secondary school students in the province is led by the provincial health and Family Planning Commission and the provincial education department. The health and family planning and education administrative departments at all levels are responsible for organizing and managing the physical examination for primary and middle school students in their respective jurisdictions.
primary and middle school students have a physical examination every school year. The time of physical examination is the first semester of each school year (9-12 months). It is divided into 6 steps:
(1) deployment stage. Before the end of April, the health and family planning and education administration departments of the city and county completed the preparations for the registration, qualification, examination and publicity of medical and health institutions.
(two) tendering and signing stage. In the month of 5-6, the administrative department of the county (city and district), according to the qualified medical and Health Organization list provided by the administrative department of the same level, completed the bidding work of the medical institutions, and organized and instruced the school to sign the service agreement with the physical examination organization (see the appendix to the protocol template). (three) personnel training phase. Before the end of August, the municipal health and family planning administrative departments were organized to carry out business training for the medical and health institutions jointly selected by the administrative departments of education and schools.
(four) health examination stage. Since September 1st, all levels of health planning students, educational administration departments and schools and medical institutions are responsible for the health examination of primary and middle school students in the District, and the physical examination and data delivery are completed by December 31st.
(five) inspection stage. The Ministry of health and family planning and educational administration at all levels jointly supervise the physical examination of students, and formulate effective measures for rectification and rectification. The medical institutions that do not meet the standard should be abolished by the authorized institutions, and the schools which have not fulfilled the medical service agreement will be criticized by the county (city and district) Education Bureau.
(six) summary stage. At the end of February the following year, the municipal health and education administration departments collected the physical examination work of the school year, and submitted the reports and related materials to the provincial health and family planning committee and the education department (including paper and electronic versions).
