One of the most important features of these documents is classified procurement, which is divided into 5 types: bidding procurement, direct network procurement, negotiation procurement, fixed production, and special drug purchase. In this procurement model, the major hospitals have found a common problem: centralized drug production enterprises in the province on the provincial platform to complete the quotation, most of the price of drugs is higher than the past purchase price of the hospital.

The bargaining process can be divided into seven steps: the selection of catalogues, announcement, data collection, enterprise registration, bargaining rules, centralized bargaining and execution of results. At present, 3 bargaining prices have been launched. Compared with enterprises in the provincial platform quotations, the average price reduction has reached 12.44%, and the biggest decline is 89.29%. The city medical insurance office participated in the joint bargaining process and adopted the results of the negotiation. All these drugs were included in the coverage of medical insurance.
