The new version of the Catalogue of Centralized Government Procurement is divided into two categories: goods and services. Among them, the goods category is subdivided into nine categories: information equipment, office equipment, vehicles, machinery and equipment, electrical equipment, furniture and appliances, office supplies, information and data, intangible assets, a total of 24 content services, and the service category is subdivided into seven categories, including cloud computing services, telecommunication services, insurance services, property management services, printing and publishing services, leasing services, repair and maintenance services, and a total of 8 contents.
记者梳理通知发现，新版政府集中采购目录分货物和服务两大类。其中，货物类细分为信息化设备、办公设备、车辆、机械设备、电气设备、家具和用具、办公用品、信息数据类无形资产九类共24项内容服务类细分为云计算服务、电信服务、保险服务、物业管理服务、印刷和出版服务、租赁服务、维修和保养服务七类共8项内容。
For procurement items in the centralized procurement catalog, a centralized procurement agency shall be entrusted to procure as an agent in accordance with the law. Outside the centralized procurement catalog, for projects where the amount of single or bulk procurement reaches the standard of decentralized procurement, decentralized procurement shall be implemented in accordance with the law. The products in the centralized procurement catalogue for scientific research purchased by universities and scientific research institutes, as well as the items in the centralized procurement catalogue purchased by units outside the country, shall be regarded as decentralized procurement.
值得注意的是，集中采购目录内的采购项目，应依法委托集中采购机构代理采购。集中采购目录以外，单项或批量采购金额达到分散采购限额标准的项目，依法实行分散采购。高校、科研院所采购的科研用集中采购目录内产品以及驻济以外单位采购集中采购目录以内品目，视同分散采购。
The relevant provisions of the "Government Procurement Law of the People's Republic of China" and its implementing regulations do not apply to procurement items outside the centralized procurement catalogue and do not meet the standards for decentralized procurement quotas, and the procurers are to organize and implement them on their own in accordance with the relevant budget expenditure management provisions and the internal control system of the unit.
集中采购目录以外且未达到分散采购限额标准的采购项目，不适用《中华人民共和国政府采购法》及其实施条例的有关规定，由采购人按照相关预算支出管理规定和本单位内控制度自行组织实施。
In addition to centralized procurement and decentralized procurement, the 2024 version of government centralized procurement also includes framework agreement procurement, online mall procurement, departmental centralized procurement and unified procurement and sub-signing. From January 1, 2024, all departments at all levels must conscientiously implement government procurement policies, standardize the implementation of the pre-procurement mechanism, strengthen the procurement management of imported products, and strictly control the scope of confidential procurement projects.
除集中采购和分散采购外，2024版政府集采还包含了框架协议采购、网上商城采购、部门集中采购和统采分签的方式。自2024年1月1日起，各级各部门必须认真落实政府采购政策，规范执行预采购机制，加强进口产品采购管理，严控涉密采购项目范围。
The items and codes in the new version of the catalogue shall be determined in accordance with the Notice of the Ministry of Finance on Printing and Distributing the Classified Catalogue of Government Procurement Items (Cai Ku [2022] No. 31).
据悉，新版目录中的品目及编码按照《财政部关于印发〈政府采购品目分类目录〉的通知》(财库〔2022〕31号)确定，以往规定与新版目录及标准不一致的，以新版目录为准。
